In particular, it focuses on the priority issue of how care and custodial arrangements and guardianship under child protection and migration measures are established within EU Member States. This question has implications for how children access protection, how information on their circumstances is managed and ultimately how durable solutions are identified and secured for children.

Five years ago, on 2 September 2015, three-year-old Alan Kurdi lost his life just off the Turkish coast. Images of his dead body have become a tragic symbol of the so-called ‘refugee crisis’, when over 1 million refugees and migrants, a third of whom were children, entered Europe. His drowning was expected to inspire new measures to protect migrant and refugee children. Instead, as this report shows, five years later refugee and migrant children are often worse off. The G.A.IN. 'Guardianship advanced Instruments for child protection in Europe' project, funded by the European Commission, involved 4 countries - Italy, Greece, Hungary and Belgium - with the aim of ensuring better protection and respect for the rights of migrant children, by strengthening the guardianship system.
