Abstract
In families where child abuse and neglect have already occurred, there is a strong imperative to provide interventions that reduce or eliminate harm done to children. Parenting programs lack tailoring for the needs of maltreating parents, and maltreating parents themselves are a heterogeneous group with varying needs. The literature on the effectiveness of parenting interventions for high-risk parents is limited, and this scarcity of knowledge can result in child protection cases being treated as a natural experiment. For children who experience ongoing maltreatment by their…
Abstract
Background
The neglect of children is a serious global problem. The 1989 United Nations Convention on the Rights of the Child (CRC) was a major international achievement spurring national efforts to prevent and address neglect. However, the scope of neglect worldwide and progress in addressing it remain unclear.
Objective
This analysis assessed the current state of child neglect through much of the world, including its prevalence and efforts to address it.
Method
The scope of neglect was assessed through a literature review of recent peer-reviewed research and…
Abstract
This review aimed to compare child safety assessment instruments, which are used by child welfare professionals to determine whether a child is in immediate danger, and subsequently, whether immediate action is required to stop or prevent serious harm to the child. We searched electronic databases for articles discussing child safety assessment in the broadest possible sense, after which child safety assessment instruments were identified by searching the full-text of relevant articles. In total, the search yielded 11 child safety assessment instruments that met the inclusion…

Abstract
In cases of child maltreatment, many different professional groups and institutions are involved. This involvement, in general, leads to the creation of documents, which are commonly referred to as case files, charts, or administrative data. Although their original aim is to facilitate communication, document procedures, and legitimize actions, case files are frequently used in research on various issues related to child protection. However, no methodological framework for conducting case file analysis exists to date. First, the article proposes a three-step model for the process…
Given that poor families often live in communities with few if any resources and services, place-based programs can be an effective way of offering individual and community services that mitigate the risk of child maltreatment and serious injury. One strategy for providing community-based family support has been the development of family resource centers. This issue brief addresses the following questions:
- What are family resource centers?
- What are the defining characteristics of a family resource center?
- What do we know about the effectiveness of family…
Abstract
Substance-exposed newborns (SENs) are at increased risk of child maltreatment, out-of-home placement, and poor health and developmental outcomes. The purpose of this systematic review is to synthesize existing research on community- and home-based interventions designed to improve parenting and reduce risk of maltreatment for families with SENs, applying a program logic framework. The review includes studies that used preexperimental, quasi-experimental, and experimental designs. Twelve interventions were identified. Of the nine studies that used more rigorous experimental or…
Academics, scholars, and practitioners have a tendency to use one term – typically “abuse” or “violence” – as the umbrella term for a full range of types of child maltreatment including neglect; exploitation; and physical, sexual, and psychological violence and abuse. This creates challenges for the identification of cases, the measurement of incidence rates, and the determination of appropriate protective mechanisms.
This report examines the main elements of child abuse, neglect, exploitation and violence (nature of the act; perpetrator relationship to the child…
Introduction
This paper summarises findings from an initial scoping study, which seeks to review how child protection outcomes are captured when monitoring multi-purpose humanitarian cash programmes. The study intends to inform the development and piloting of new approaches to integrating child protection concerns into multi-purpose cash monitoring frameworks. It was conducted for the Alliance for Child Protection’s, Cash Transfer and Child Protection Task Force.
As the Women’s Refugee Commission (WRC [WRC, 2018]) points out, humanitarian crises are often dangerous contexts that put…
Adverse childhood experiences (ACEs) are stressful events during childhood that can have a profound impact on an individual’s present and future health (Section 1.3). Growing up in the face of such adversities is recognised as an important public health concern in Wales and internationally (Welsh Government, 2017a; World Health Organization [WHO], 2014). Actions to prevent and mitigate ACEs and their associated harms are essential to improve population health for present and future generations (Bethell et al., 2017; Pachter et al., 2017).
In Wales, many sectors are working to identify and…
