Abstract:
Long-lasting, supportive relationships (also called “enduring relationships”) are important for youths’ transition to adulthood, but these relationships are often ruptured for young people in foster care. The authors investigate how common enduring relationships are among youth making the transition out of care and whether having an enduring relationship improves their outcomes in early adulthood. Care leaver transitions from care have attracted a great deal of scholarly attention in the Global North. More recently, scholars from the Global South have begun documenting care leavers’ experiences, and the evidence suggests their outcomes are largely negative. Concurrent planning is a process by which all options for permanency are considered simultaneously for children in foster care. Children are placed with caregivers (resource parents) who are open to adoption if reunification with birth parents does not occur. This U.S.-based quantitative study explored resource parents’ perceptions of the concurrent planning process via surveys at two time points. Participants included resource parents of 77 infants assessed at 2 months and 1 year after placement.
This research aims to identify and better understand what it is that enables and challenges the necessary improvements needed at national and local level to support children and young people to successfully transition to adulthood.
Many of the challenges identified within this report require complex change in a wide range of organisations. Recommendations cover what is needed to address culture and leadership, guidance, and practice, building on the good practice already taking place in some circumstances, and highlighting where improvements are needed.
