The projects described in this report highlight current actions and future needs to generate clearer and stronger commitments to this global epidemic. The report urges sustainable efforts to address the needs of families, communities and children.

A project to define and create best practice guidelines for institutional and community-based care in Ethiopia was initiated in 1998.
