The adoption of Ukrainian children, by U.S. citizens, is examined as the Ukrainian government ceases adoptions of children during the chaos of war. Intercountry adoption dynamics are presented with data from 2021, prior to the conflict in 2022. Then, the situation regarding child rights and the official Ukrainian government position are considered. Implications for guardianship and foster care of unaccompanied refugee minors are presented along with other critical risks to Ukrainian children living in another country. Implications for social work practice are concluded and child rights…
The transition of individual residential care services for children is a critical part of child protection and care systems reform. It is one of several critical measures required of governments to implement commitments made at the international level to phase out the institutionalization of children and reorientate the system towards family-based care.1 To support the scaling up of transitioning residential care services, and to ensure it is done in a manner that is safe, effective and puts children’s best interests first, certain factors need to be in place at the system level to create…
The UN's top court has ordered Israel to enable the unhindered flow of aid into Gaza in order to avert a famine.
In a unanimous decision, the International Court of Justice (ICJ) said Israel had to act "without delay" to allow the "provision... of urgently needed basic services and humanitarian assistance".
This follows warnings that famine could hit Gaza within weeks.
Israel has called allegations it is blocking aid "wholly unfounded".
Giving its response to the court order, the Israeli foreign ministry said it was continuing "to promote new initiatives, and to…

Moldova’s National Program for Child Protection (2022-2026) articulates the commitment of the Government of Moldova and its partners to dramatically reducing the number children in institutions and to a child protection system anchored in securing safe and nurturing family care for all children. The Program includes the introduction of a moratorium on the placement of children under the age of three in residential care. The age was expanded to include children aged between 0-6 years to reflect the age range of children cared for in residential institutions. Despite notable achievements in…
Children who experience deprivation of liberty are distinguished by a high prevalence of complex, co-occurring health needs that necessitate coordinated, high-quality healthcare. Emerging evidence of very poor health outcomes after deprivation of liberty suggests that in addition to ongoing efforts to prevent detention, more should be done to improve the health of these children, both in detention and after they return to the community. Setting and implementing minimum standards for healthcare in detention can help to drive improvements in the quality of care, and thereby improve health…
This phenomenological study explores how five institutionalised Malay adolescents used adaptive strategies towards independent living upon being released from welfare institutions. Five 17-year-old Malay Muslim adolescents, three males and two females, were recruited via purposive sampling for a focus group discussion to gather insights into their plans and strategies to cope with life challenges after being released from their respective welfare institutions.
Thematic analysis of the FGD data extracted six themes that portrayed the adolescents’ adaptive strategies for facing challenges in…
Although it is a major issue, the health of children and adolescents in care is still mainly explored on the basis of information provided by adults in French studies. This study therefore aims to make up for the lack of studies integrating the young people’s own point of view and to explore certain aspects of health, as reported by the children and adolescents themselves, by comparing the health of children in care with that of children in the general population.
The sample consists of 477 children in care (versus 23,672 who are not). The data were collected through a cross-sectional…
