Background
The Transformative Monitoring for Enhanced Equity (TransMonEE) Database captures a vast range of data relevant to social and economic issues relevant to the situation and wellbeing of children, young people and women in countries of Eastern Europe and Central Asia. This country care review includes the care related Concluding Observations adopted by the Committee on the Rights of the Child and the Committee on the Rights of Persons with Disabilities. The Committees' recommendations on the issues relevant to care are highlighted, as well as other care-related concluding observations, ratification dates, and links to the Universal Periodic Review and Hague Intercountry Adoption Country Profile.
The present analysis has been developed by the UNICEF Regional Office for Central and Eastern Europe/Commonwealth of Independent States as a discussion paper for the 2nd Child Protection Forum on Building and Reforming Child Care Systems. It relied heavily on an independent evaluation commissioned by UNICEF in 2007 which was carried out by Oxford Policy Management and is also informed by the official submissions of Governments on recent changes in child care reform.
