The European Refugee and Migration Crisis went from very high numbers of daily arrivals and quick transit through the Balkans in 2015 to significantly reduced, but ongoing, arrivals and longer stays in Balkans countries in 2016 and 2017. After the EU–Turkey deal came into place in March 2016, over 18,000 children (more than 40% of all arrivals) from Afghanistan, Iraq or Syria have transited through the Balkans, making it the second most travelled migration route to Europe. Closed borders and limited legal options reinforced “irregular routes”, facilitated by smugglers and traffickers,…
The Toolkit was prepared to assist USAID Mission staff working in the Europe and Eurasia (E&E) region in identifying and propagating good practices in case management services. It provides the user with a comprehensive assessment framework for analyzing current systems, procedures, and practices against international standards and professional case management practices at both the case level and system level. This toolkit does not promote a specific model of case management since no one approach or model can be applied to every situation. Rather, it outlines the beneficial aspects,…

Abstract
Objective
Violence against children is a global public health concern. Researchers are increasingly using self-report measures of physical, psychological, and sexual violence and neglect for population-based surveys. The current gold-standard measure, the 45-item ISPCAN Child Abuse Screening Tool has been used across the world. This study assesses its adequacy for measuring abuse across countries.
Methods
Multiple group confirmatory factor analyses were used to assess the configural, metric and scalar invariance of the measure across nine Balkan countries. Data were…
Introduction
Out-of-home care, especially treatment residential care programs (TRC) are often described in the media, and even in some professional studies, as obsolete social structures (Consensus Statement, 2014). Residential care settings are out-of-home facilities such as educational youth villages and educational, therapeutic, or rehabilitation residential treatment centers (Grupper, 2013). Their aim is to provide education, treatment, rehabilitation or protection for children and youth, including those at risk and others, to protect these young people and work toward making a…
Executive Summary
Girls on the move face a multitude of often gender-specific challenges during their migration journey and programming adjustments are needed to appropriately respond to their needs and fulfil their rights. In the data collected in this research, no evidence was found of specific migration routes in the Balkans being preferred by families travelling with girls, although it did suggest a greater level of preparation, resulting in somewhat slower mobility of families with children and of unaccompanied and separated girls. The findings confirmed the…

Child poverty in Europe was already unacceptably high before the COVID-19 virus outbreak. In 2018, one in four children in the European Union (EU) were already growing up at risk of poverty or social exclusion. The crisis has had devastating consequences for people across the continent and the evidence from this paper shows that children and their families have been further disadvantaged during the pandemic.
The financial pressure on families, the impact of the closure of services on children’s lives, the online education inequality and the impact of the crisis on refugee and migrant…

The study ”Struggling to Survive” identifies and deepens the understanding of informal practices used, and experiences of, unaccompanied and separated migrant children during the course of their migration journey. Refugees and migrants, including unaccompanied and separated children, are often forced to rely on “informal practices”, i.e. survival strategies that go beyond the domain of formalized relations. These are non-institutional, every-day actions needed in order to protect themselves from hazards and potential abuse and to meet their needs, organize border-crossing, find accommodation…
