This article describes the nutritional and developmental status of young children living in Baby Houses (orphanages for children ages 0–3 years) in Kazakhstan. In 2009/2010, 308 children under age 3 years living in 10 Baby Houses were measured for height/length and weight. The Bayley Scales of Infant Development (N. The present analysis has been developed by the UNICEF Regional Office for Central and Eastern Europe/Commonwealth of Independent States as a discussion paper for the 2nd Child Protection Forum on Building and Reforming Child Care Systems. In this context, the Child Protection section of the RO for CEE/CIS organized a seminar between the 29 and 30 September in connection to the annual Regional Management Team meeting (RMT). The aim was to clarify how one area of child protection concerns in the CEE/CIS region, namely de-institutionalisation of child protection approaches, is linked to a broader agenda of social policy reform. Kazakhstan has approved a $1.5 million project to create a database of children who have been identified as available for adoption, according to the article. This article by Tengrinnews reports that Kazakhstan plans to introduce major changes to its orphans and disadvantaged children programs. It quotes Dariga Nazarbayeva, Vice-Speaker of the Majilis (lower chamber of the Kazakh Parliament) saying that all orphanages will be eventually closed down in Kazakhstan.
