This selective review of outcome research on family foster care services in various Western countries highlights the complexities of service delivery in this practice arena. It also suggests directions for further study, to improve the life chances for young people coming to the attention of the child welfare system.
Especially needed is comparative cross-national research on the effectiveness of services for vulnerable groups in the child welfare population. Such research could contribute to the process of enhancing policies and practices in each country.

This article reviews findings from studies of foster care in Australia, Italy, the United Kingdom, and the United States. The findings are complex and vary among countries because the interventions and research are also varied among the highlighted countries. The article illuminates the problems with many of the studies that have been undertaken and suggests courses for further research.
