The Dutch Minister for Legal Protection established an independent Committee on 18 April 2019 to investigate abuses in intercountry adoption during the period 1967-1998, and the role of the Dutch government in this regard, particularly in response to complaints and requests from adult adoptees searching for answers about their adoptions and their identities. This report presents the results of that investigation. According to the report, "the first reports of adoption abuse appeared in the media in the late 1960s, such as document forging, the abuse of the birth mothers' poverty and…
Abstract
Over the past 20 years both Israel and Germany have become destination countries for unaccompanied minors (UM), albeit at different speeds and scales and in contrasting geopolitical settings. This article compares the reception and integration of UM in the two countries with a particular focus on their access to education and employment. The movement of UM over borders goes hand in hand with the drawing of legal, ideological, and conceptual boundaries within these two countries that discriminate between citizens and foreigners. However, the answers provided by the respective…
Abstract
This study examines secondary traumatic stress (STS), burnout and compassion satisfaction (CS) in Flemish foster care workers (FCW) during the COVID-19 lockdown. Even though child welfare workers are at increased risk for STS and burnout, these constructs have not been studied in FCW so far. Additionally, the COVID-19 measures severely impacted Flemish FCW’s work, personal and client environment, possibly stimulating the onset of STS and burnout and weakening CS. Moreover, this study aims to identify the work, client and personal factors determining high levels of…
One of the most important goals of out of home placements is to reduce vulnerability and to enable well-being in the long term. This article hermeneutically reconstructs biographies decades after leaving-care to understand the impact of residential care experiences on selected dimensions of care-leavers’ well-being, that were discovered in the data material. For this article three analytic areas were selected from the core of the narratives of former care leavers: Social networks, parenthood and state interventions. The selected findings on long-term outcomes presented here are based on a…
Abstract
Background
Childhood maltreatment is associated with an increased risk of insecure/disorganized attachment and in turn with suicidal risk (SR). Out-of-family placement is aimed at interrupting child exposure to further abuse and at providing the necessary security for proper development via the establishment of an alternative attachment relationship. However, the actual protective role of this type of care is not clear given the high rates of SR among institutionalized or foster children.
Objective
The aim of this study was to examine whether 1) attachment to the…
Abstract
Background
Although child welfare youth and juvenile offenders in residential care have different judicial placement reasons, there seems to be overlap in their demographic and psychosocial backgrounds. This could raise the question whether these adolescents should be placed in strictly separated institutions based on their judicial title (civil or criminal law) or together based on their needs. As systematic knowledge on the effects of shared placement of these groups is limited, the aim of the current paper is to examine the demographic, crime-related and psychosocial…

Methods

Abstract
Most out-of-home placed children have experienced early adversities, including maltreatment and neglect. A challenge for caregivers is to adequately interpret their foster child’s internal mental states and behavior. We examined caregivers’ mind-mindedness in out-of-home care, and the association among caregivers’ mind-mindedness (and its positive, neutral, and negative valence), recognition of the child’s trauma symptoms, and behavior problems. Participants (N = 138) were foster parents, family-home parents, and residential care workers. Caregivers’ mind-mindedness was…
